As your constituent, I urge you to support the Get the Flock Out of Our Communities Act (H.R. 10807).

Automated mass surveillance systems threaten Americans’ privacy and undermine their First Amendment rights. Nearly every week brings a news report about how these systems are being abused to stalk people, monitor protests, and even spy on children.

As a supporter of the free press, I am particularly concerned that AI-enabled camera networks like those run by Flock, Axon, and other companies could be used to harass journalists or to track reporters and their sources. In far too many communities, local authorities have turned petty gripes against reporters into criminal investigations or cases. Officials who are already willing to abuse their power aren’t likely to suddenly discover restraint when handed a tool that makes surveillance effortless.

The Get the Flock Out of Our Communities Act would help rein in automated mass surveillance by prohibiting the use of federal money to buy, lease, or operate automated mass surveillance systems, including Flock cameras; barring state and local governments that use their own money to operate such systems from receiving certain federal grants; and prohibiting federal employees from using data from mass surveillance systems. These reforms are urgently needed to stop automated mass surveillance from invading Americans’ privacy and undermining their First Amendment rights.
